After training for two years to become a Force under his master Graham, he is finally allowed to return home to become a Force.
The other characters also progressively grow in power, but remain locked in their roles as there are no provisions made to upgrade their skills in the same way as Max. However, only the main character (Max) can develop his skills outside of his initial starting role to encompass a larger selection of abilities. Throughout Shining Force Neo there are many characters the player will encounter. Journeying home, he hopes to achieve his dream, not realizing that it is only the beginning of an adventure that will take him and his friends across the world to stop the return of evil. When the story starts, a young warrior named Max has nearly completed the training that will make him a Force. Several nations were utterly destroyed and most of the Forces that participated in the final battle had perished. Victory was achieved, but only at a great cost. The Clan's Dark Castle and the Legions were banished in the end. With this, the war against the Clan of the Moon began to turn. Aided by Force Frames, ordinary warriors became gifted with a variety of powerful advantages that made them more than what they would have been otherwise. However, powerful heroes called Forces soon rose up to lead the charge against them. Foul monsters known as "Legions" were unleashed by the Clan against their enemies in their bid for domination.

Toma uses most of his power moves from Shining Force EXA, including Sky Upper, Power Press, and Unrivaled Atttack. Toma first appears in Prologue 4: The Man The Devils Fear and reappeats in Chapter 18: Light and Darkness. Having successfully become the master of both the holy sword and the "Geo-Fortress," he now fights alongside Cyrille to bring peace. He set out in search of the holy sword said to have the power to rule the world. Barely surviving himself, Toma vowed to become the new king and bring an end to all wars. While traveling with others from his tribe, they got caught up in the conflict between humans and demons, and most of them were killed. He has a very direct personality, and generally acts before thinking. Toma is a cheerful, tough and wild youth from a tribe in the mountains, who is also one of the masters of the holy sword Shining Force.
